I read in a local paper about a large-ish boa having been found (dead of course) in a local 'beauty spot' - the suggestion is that it's owner might have been spooked by proposed legislation on exotics - can anyone fill me in on this new legislation?

The proposed "White list" I believe, if it goes forth then there will be a list of allowed reptiles as opposed to a list of disallowed reptiles.
